UPDATE:
The appeal for reversing the fee hikes has failed. But there is hope: H.R. 2060, The Internet Radio Equality Act.

Introduced by Representatives Donald Manzullo (R-IL) and Jay Inslee (D-WA), the bill seeks to reverse the crippling fee hikes imposed by the Copyright Royalty Board.
